The Senate version, for example, would make deductions for research and development and other expenses, such as machinery purchases, permanent. The House bill, on the other hand, only extended those deductions temporarily. The Senate bill also proposes that the pass-through deduction for small businesses be set at 20 percent, less than the 23 percent in the House version of the legislation.

Learn More About Extended Producer Responsibility Laws at the July 9 FEDA Advocacy Council Presentation On July 1, Oregon will become the first state to implement an extended producer responsibility (EPR) law — a new type of policy that would require producers, including wholesale distributors, that sell packaged items, food serviceware, certain types of equipment, and plastic or paper products to join a producer responsibility organization (PRO). The laws, which have been passed in seven states and are being considered by 10 more, require producers to pay fees to the PRO to fund end-of-life processing or recycling of materials. The National Association of Wholesaler-Distributors (NAW) is encouraging Oregon to delay its implementation due to widespread confusion over which companies and what products are covered by the law. Brian Wild, chief government relations officer at NAW, will share more information with FEDA members at the FEDA Advocacy Council presentation from 10:30 a.m. to noon CT on July 9.
