Federal Trial Concludes in Challenge to Oregon EPR Law
Over the five days of court hearings, representatives of the National Association of Wholesaler-Distributors (NAW) argued that the law violates Oregon’s state constitution and the U.S. Constitution because it delegates sweeping regulatory authority to a private, third-party organization to manage and impose fees for the state’s packaging recycling program. In summer 2025, Oregon became the first state to put a packaging EPR law into effect, but NAW quickly filed a lawsuit to block its implementation.

Trump Administration Imposes New Tariffs Over Forced Labor Claims
Just hours before temporary 10% worldwide tariffs were set to expire at 12:01 a.m. Friday, July 24, the Trump administration announced new double-digit levies on 60 countries that account for more than 99% of all U.S. imports. The new tariffs are being imposed under Section 301 of the Trade Act of 1974, which grants the president authority to investigate and retaliate against “unjustifiable,” “unreasonable,” or “discriminatory” foreign trade practices. The first wave of Section 301 investigations was completed last week. In announcing the new tariffs, U.S. Trade Representative Jamieson Greer said the investigations determined the affected trade partners were inadequately enforcing bans on goods produced with forced labor.

Small Business Confidence Holds Steady Despite Inflation Concerns
The U.S. Chamber of Commerce Small Business Index stood at 66.5 for Q2 2026, nearly unchanged from last quarter’s 67. The mostly positive outlook has more businesses (66%) expecting to increase revenue in the next year, up from 61% last quarter. Similarly, 69% said they were comfortable with their cash flow, a slight drop from the 72% who said the same in Q2 2025 but still a strong majority. Although business owners have faith in their companies, there are signs that many remain cautious. Only 38% of respondents reported that they plan to increase investment, a nearly 10-percentage-point drop from this time last year (47%). Hiring plans have also softened by 10% compared with a year ago, with only 35% of companies saying they expect to increase staff.
