RESEARCH & REPORTS

Eating and Drinking Places Gained 27,200 Jobs in December
Eating and drinking places outpaced the rest of the economy by adding 27,200 jobs in December, according to the latest figures from the Bureau of Labor Statistics. By comparison, the overall economy gained only 50,000 nonfarm payroll jobs for the month. The gain was an improvement from November, when restaurants and other eating and drinking businesses added only 6,800 jobs. It also represented the sixth consecutive monthly increase in restaurant employment.

House Tables Joint Employer Bill Amid Shaky Republican Support
The Save Local Business Act, H.R. 4366, would clarify that a company can only be considered a joint employer if it directly and immediately exercises meaningful control over workers’ essential terms and conditions of employment. The bill has been widely supported by business groups and trade associations, including FEDA, because it would codify that definition into law, preventing the reinterpretation of the term that often occurs when a new presidential administration takes control of the National Labor Relations Board (NLRB).
Congress Extends Funding for Three Federal Agencies Ahead of Jan. 30 Shutdown Deadline
It appears Congress is on track to avoid another government shutdown on Jan. 30 after the passage of several bills that will continue funding for federal agencies. On Thursday, Jan. 15, the Senate passed a three-bill package in an 82-15 vote that will fund the Environmental Protection Agency and the departments of Commerce, Justice, and Interior through the end of the government’s fiscal year, Sept. 30. All three bills are now awaiting President Donald Trump’s signature. Additionally, the House of Representatives has already passed another spending package to fund the U.S. Treasury and State Department. Senators are expected to consider those bills when they resume session on Jan. 26.
